I. The meeting was called to order at 10:05 am.
II. Board Introductions: C. Bradley introduced Jane McGinn, Southern CT State University, who is serving as a liaison to the CLA Committee for Quality Library Service.
III. Public Comment/Notes from the CLA Office: None.
IV. Additions to the Agenda and/or Action Items:
A/ Proposal for Increased Conference Fees: In order for conference registration to include parking in New Haven, the conference committee has proposed a modest increase in fees for the coming year. The committee is working the New Haven Parking Authority on the details of this arrangement. A motion was made to accept this proposal. See motion below. The CLASS section would like to see the student rate include LTA students and this will be added to the form.
B/ Minimum Salary Guidelines: The Personnel Committee presented the proposed increase for the CLA minimum salary guidelines for July 1, 2005. The hourly rate approved by the board will be $23.29. See motion below. P. Perll suggested that there be a guideline in effect for LTA’s and the CLASS section will be bringing a proposal to the board with a recommended salary level to be added to next year’s guidelines.
V. Motions:
H. Dutcher moved that the 2005 Annual Conference registration fees be increased by $5.00 per day to cover the cost of parking in New Haven. Fees would be $55 a day for members and $75 for non-members. Two day registration will be $80 and $110. A. Burgan seconded. MOTION PASSED UNANIMOUSLY.
The Personnel Committee moved that the Connecticut Library Association adopt a 3% increase for the CLA minimum salary beginning July 1, 2005. The hourly rate will be $23.29. The annual rate for a 35 hour week will be $42,388, and $48,443 for a 40 hour week. P. Ciparelli seconded. MOTION PASSED UNANIMOUSLY.
A. Burgan moved to accept the minutes of November 4, 2004. H. Keeler seconded. MOTION PASSED UNANIMOUSLY.
VI. President’s Report: 1/ C. Bradley received a letter from ALA regarding “Many Voices, One Nation@yourlibrary”, requesting that each chapter make two book selections - one child and one adult. H. Keeler and the children’s section will respond on behalf of CLA. 2/ An ALCPD committee is in the process of revising the Public Library Statutes and Chris has appointed three CLA representatives, M. Moran, T. Conley and L. Goodgion. 3/ The Connecticut Library Association Committee for Quality Library Service will be meeting for the rest of this year. The committee is comprised of representatives from the CT State Library, SCSU, T. Conley, L. Goodgion, N. Lushington, L. Kozerowitz, C. Bradley, A.. Knapp and ACLPD representative and a trustee. 4/ The State Library Continuing Education Committee has asked for a CLA representative and A. Richetelle has volunteered.
VII. Treasurer’s Report: J. Fisher handed out the October-November financial report. As of Nov. 30th, the checking account balance is $35,010 and the investment account balance $104,660. Jan reminded the board to use the association’s tax exempt form when making purchases, or using caterers, and to have all expense forms signed by an elected official before sending them to the office for payment.
VIII. Past President: The C-card cost study will be unveiled tomorrow.
IX. Vice President: No report.
X. Committee/Section/Roundtable Reports:
ACLB: This committee will be meeting next week to discuss the ’04 and ’05 leadership conferences and proposed topics for the next conference.
Business and Economic Development: X. Gong reported that this section is a work on their conference programs - job searching and small business consulting.
Conference: 1/ H. Dutcher reported that program descriptions are coming in, and due to the number of program requests there will be some conflicts, particularly with the author luncheon. Henry recommends signing up early for the author luncheon since space will be limited. The preconference tour of the Yale libraries will include a luncheon in the President’s dining room. Orson Scott Card will be keynote speaker in a program beginning at 4:45 pm. that will include the awards ceremony. The Mayor of New Haven and the ALA President will attend the conference’s opening ceremony. 2/ M. Rupert presented a 2006 conference report. The site selection committee for this year has picked the Mountainside in Wallingford. This conference will likely be held in May of 2006. The registration fee at Mountainside will include lunch for everyone.
Development: M. Etter reported that her committee is working on plans formulated last year, particularly the portion regarding paid employees. Michael Dowling from ALA Chapter Relations has offered his assistance. There will be more information for the board following ALA in January.
Legislative: The Legislative
Agenda is now on the website.
Additional suggestions have been received from CLA members regarding the
wording of the confidentiality statute and this will be addressed at next
week’s legislative committee meeting. The December 8th reception at the New Haven Lawn Club
has been postponed. The potluck supper will be held on April 6th.
NELA: 1/ The NELA Executive Board met on Nov. 19th at which time M. Rupert reported on the NELA Annual Conference held in Manchester, NH. The next annual conference will be held in Worcester, MA on October 16-18, 2005. 2/ The 2nd NELLS symposium is soliciting CT library personnel attendees. A brochure is available in the CLA office or from K. Jacobi. 3/ Kris is serving on the NELA special committee on Recruitment, Retention and Mentoring. 4/ There are a number of chairmanship positions available at NELA such as membership and academic section chair. 5/ The next NELA board meeting is scheduled for January 21st.
Publicity: The library photo exhibit will be held again in the legislative office building. Photos should include one inside and outside picture of your library.
Reference and Adult: One hundred and ten attended the fall program. This section, through the Connecticut Library Consortium, will be holding a readers’ advisory.
YA: There were about 40 attendees at this sections fall program
ADA: A. Richetelle noted that the December issue of CT Libraries will feature an ADA article. Also, the State Library has purchased four lip-sync systems which will allow the hearing impaired to tune into talks. These are available from the Middletown Library Service Center.
Awards: In a recap from last month, all nominees will be recognized at the awards ceremony. A CLC roundtable will be held on Jan. 18th, on programs for older citizens.
Children’s: There were great authors this year at the recent CT Children’s book fair at UCONN.
CSL: S. Brettschneider report covered: 1/ The C-card Cost Study Hearing will be held tomorrow in the Legislative Office Building. The hearing will be live on web junction.
2/ CT Libraries: It’s Never Too Early. This program featuring the importance of libraries in early literacy will be publicized through bookmarks, brochures and workshops. 3/ The latest rounds of LSTA grants have been announced and are due in March. 4/ At the November CSL Board meeting the following grants were awarded: Long range planning grants to Enfield, Columbia, Brooklyn, Scoville, and New Britain. Construction grants to Simsbury, Essex, Guilford, New London, Wallingford, Willington, Sherman, Westbrook, Greenwich (Branch), Hamden and Salisbury.
Membership: The committee met last month regarding ways to increase membership and will bring their recommendations to the next board meeting.
Technical Services: There were 40 attendees at the fall workshop and the survey reports were very good.
